1. Explain it simply
又 A 又 B lists two qualities of one thing: 'both A and B'.
Put 又 before each quality: Subject + 又 + A + 又 + B.
A and B are usually adjectives with the same feeling.
Both 又 are required; don't drop one or move it to the end.

This garment is both cheap and good-looking.
